Serbian government have a lot to explain. According to some witness from the most affected area in Serbia, town Obrenovac, Serbian government mined local dam near Obrenovac, so according to witness from that most affected Serbian town, that town was hit by mini tsunami, without warning. Reason, was to save Belgrade from flooding, so after that deliberately created flooding, level of the river Sava declined.

The same in Bosnia and Croatia near Serbian border. It is mystery how dams on Bosnian side of the river Sava, and on Croatian side of the river Sava were destroyed, four sites in NE Bosnia, and two sites in Eastern Croatia, both near Serbian border. Some claim that those sites were destroyed deliberately by Serbia of course without authorizations of the Bosnian and Croatian authorities. So both Bosnia and Croatia because of that had big flooding in those area.

So after all, Serbia was lucky, they even didn't feel 2nd and much bigger wave of the flooding.
