Brz rast kineskog BDP omogućiće drugoj po snazi svetskoj privredi da u 2018. ostvari udeo u globalnom BDP od 17,9 odsto, prema američkih 18,6 procenata.Lani je Kina učestvovala u svetskom BDP sa 15,4 odsto, a Amerika sa 18,6 procenata.AZIJA PREUZIMA VOĐSTVO OD ZAPADASvi navedeni podaci, ali i ranije analize nekih uglednih američkih ekonomista, pokazuju da će SAD uskoro izgubiti status prve ekonomske sile sveta za račun Kine, što znači, imajući u vidu ekonomsku snagu Japana i više drugih brzo rastućih azijskih ekonomija, da će se centar svetske privrede premestiti iz razvijenog Zapada u Aziju. Procena o budućem ekonomskom liderstvu azijskih zemalja zasnovana je, takođe, na ogromnim sirovinskim zalihama koje ima još jedan ekonomski kolos u tom delu sveta. But for ofcers, does the People’s Liberation Army have good military leaders or good networkers?The damaging national culture of building connections for personal benefit is on the minds of the country’s top leadership as it turns its clean-government drive to the military. Orders issued last week seek to control the diversion of the militarybudget to generous or even outrageous perquisites and also to stop the acceptance of gifts-meaning bribes from those seeking advantageous positions or contracts.China’s military suffers from these habits in two ways. The most obvious one is that part of its budget is lost to extravagance or embezzlement. The other, perhaps far more serious but quite unmeasurable, is that a great many oficers, looking for proftable opportunities, must be rising in rank not because they can perform their duties well but because they are good at buying connections, or “guanxi” (GWAHN-shee). The degree of leadership debilitation caused by the guanxi culture may be one of the biggest unknowns about the Chinese armed forces.In general, spending has to be more strictly regulated and budgeting processes improved, according to the latest orders from military headquarters. “Incomes and expenses should be managed by a centralized system and reformsare needed in accounting and asset management processes,” the Xinhua news agency says, citing the orders.The armed forces were directed to reduce military administrativecosts. If actually implemented, that alone will make a diference, since much wasteful spending must be classifed as administrative. Among the items singled out is travel, which is to be “strictly controlled.”“The document stressed frugality in official receptions among military units,” says Xinhua. “Personal banquets financed with public funds as well as giving or accepting money, securities, souvenirs and local products are not allowed.” Themilitary budget must not be used for celebrations, forums, exhibitions or performances, except for those arranged by top national and military authorities.In the guanxi culture, connections are bought with entertainment, gifts and cash; the recipient, enjoying some power, then grants benefts in return, such as perks, a promotion or an opportunity for monumental embezzlement. Maybe a chain of connections is involved. Either way, funds siphoned from the state pay for it all. The same problems afict the Chinese government more widely. President Xi Jinping, who must be behind this latest push for honesty, began trying last year tostop civil servants and employees of state enterprises from using public funds for their own beneft.Almost any adult in China has heard such stories as colonels holding magnifcent weddings for their daughters at a cost of many years’ salary, or generals paying 1 million yuan ($160,000) for modestly lucrative posts—or many times that or immodestly lucrative ones. A story about a military uncle who has just had a good promotion typically includes the sentence “he has good connections.”One oficer who should have had outstanding connections was Lt. Gen. Gu Junshan, the former deputy head of logistics, who was arrested two years ago for graft. Soldiers reportedly needed two days to load the opulent contents of his home into trucks. But ordinary Chinese can only wonder whether Gu fell from grace because he was a crook or because he ultimately had the wrong connections.It is difficult to gauge the degree to which this behavior damages the Chinese military, because graft is so hard to measure. China’s engagement, investment, and foreign construction related to energy continue to grow. China has constructed or invested in energy projects in more than 50 countries, spanning nearly every continent. This ambitious investment in energy assets is driven primarily by two factors. First, China is increasingly dependent upon imported energy to sustain its economy. A net oil exporter until 1993, China remains suspicious of international energy markets. Second, energy projects present a viable option for investing China’s vast foreign currency holdings.
In addition to ensuring reliable energy sources, Beijing hopes to diversify producers and transport options.
Although energy independence is no longer realistic for China
, given population growth and increasing per capita energy consumption,
Beijing still seeks to maintain a supply chain that is less susceptible to external disruption.
In 2011,
China imported approximately 58 percent of its oil; conservative estimates project that China will import almost two-thirds of its oil by 2015 and three-quarters by 2030
. Beijing looks primarily to the
Persian Gulf, Africa, and Russia/Central Asia

A pipeline that would bypass the Strait of Malacca by transporting crude oil from Kyuakpya, Burma to Kunming, China is currently under construction with an estimated completion time of late 2013 or early 2014. The crude oil for this pipeline will be supplied by Saudi Arabia and other Middle Eastern and African countries.
Given China’s growing energy demand, new pipelines will only slightly alleviate China’s maritime dependency on either the Strait of Malacca or the Strait of Hormuz
. Despite China’s efforts,
the sheer volume of oil and liquefied natural gas that is imported to China from the Middle East and Africa will make strategic SLOCs increasingly important to Beijing.
On the diplomatic side, while the United States is unlikely to withdraw from its role as defender of global oil production or guarantor of shipping routes, an increasing reliance on foreign oil will push Beijing toward a more engaged role within the international community.

Specifically, there's a lot of interest in the mounting tensions between Japan and China and there's a lot of interest in Iran, where the new president, Hassan Rouhani, made something of a star appearance.To make sense of it all, we sat down with Ian Bremmer of the Eurasia Group, which specializes in analyzing political risk for clients all over the world.According to Bremmer, the risks mounting between China and Asia are indeed very real.As he sees it, China is trying to test the Obama administration, taking advantage of the facts that there are no particularly strong China hawks in the administration. Part of their strategy, he argues, is to drive a wedge between Washington and Japan."So far the China strategy has been pretty successful," Bremmer says.During our talk he brought up an incident that occurred at a panel where an official member of the Chinese delegation identified Kim Jong-un and Shinzo Abe as the two malefactors in the region. Bremmer notes that the panelist is a representative of the government, and that he wouldn't say anything that wasn't the official government stance. As such you need to take this rhetoric seriously. Bremmer doesn't see war as likely, but if there is an "accident" then given the tensions both sides will assume the other side had the worst intentions.On Iran, he explained why he's an optimist on the new political regime, and their seriousness about improving their relationship with the world.The full Q&A is below. Japan is focusing on the economic front, there’s no question. And Prime Minister Abe just came, he gave a great speech. Folks are optimistic about the economy. The one part of the speech that people were really concerned about was Japan-China. And understandably. He’s criticizing the Chinese as being aggressive and militaristic. He compared Japan-China relations explicitly to relations between Germany and the U.K in 1914, where the economic relations were good but the security tensions, let’s say, were not so good. And we saw what happened there.I wouldn’t say that Abe was directly raising the specter of war, but he was saying that China is acting in a manner that’s unacceptable and Japan won’t tolerate it. And certainly Abe’s preference is to change Japan’s constitution, it’s to remilitarize. He does believe that the global conditions that led to the constitution that Japan signed over a half-century ago no longer apply. And indeed are potentially destabilizing in East Asia. The Chinese, for their part, they don’t have a big delegation here. And they don’t anymore, now they do the summer Davos in China because they can dominate that conversation and here they get too much criticism. But they’re have been some senior Chinese here and they have absolutely been extremely hawkish on this issue. There was a panel on global security that I attended, one of the top members of the China delegation said that there were two troublemakers in East Asia: Shinzo Abe and Kim Jong Un. And this is not a guy who is allowed to criticize the government. He would not make that statement if it were not acceptable to the Chinese government.What is China’s strategy?Their strategy is to drive a wedge between the United States and Japan. They want to portray Japan as a problem for the U.S. in the same way that the U.S. might think of Israel and the Middle East, when you think about the U.S.-Iran deal that is presently being discussed. China has been engaged on a charm offensive with the United States of late. They’ve agreed to a bilateral investment treaty which the U.S. has been trying to get them to sign on for for years now. A multilateral trade and services agreement when Vice President Biden went to China recently. He got a two hour meeting with President Xi Jinping, which is unheard of.So clearly the Chinese want to engage with Americans in a serious way. There are a lot of reasons for that. The U.S. economy is picking up. But also they see a window here because all of the hawks on China are gone from the U.S. administration. Hillary’s gone, Kurt Campbell’s gone, Geithner much more focused on this region is gone, and Donilon’s gone. And so they see an opportunity with Biden effectively leading U.S.-China relations right now to build the U.S.-China relationship while really changing the rules on the ground with Japan.How will the administration react?So far the China strategy has been pretty successful. When the Chinese announced the Air Defense Identification Zone in the East China Sea, the Japanese response was to tell the Japanese airlines that “You don’t respect it, you don’t tell the Chinese.” The Americans, instead of coordinating a joint response with Japan, which they explicitly did not do, the State Department with the support of the White House told American airlines “Well yes, we don’t recognize it but you should file with China.” And the Chinese immediately deplored the Japanese response as belligerent but praised the American response as constructive.When Prime Minister Abe visited the Yasukuni War Shrine in the past month, the American public response was pretty negative. If you’re China, and you’re looking at the impact of what’s been clearly a much more belligerent Chinese stance toward Japan (and vice versa) you see it’s working. What I see happening right now is a concerted effort by the Chinese government to get the Japanese to say things that will help paint them as militarist and a foreign policy problem for a U.S. administration that doesn’t want foreign policy problems. Look at the way they react to Syria, Libya, Egypt. This is an administration that is risk-averse, that is acting tactically, and that absolutely wants to keep their big relationships on a pretty balanced footing. To the extent that China can show success there, especially when there are no serious big Japan hands in Washington right now working with Obama, they might actually have some room to roll here. The problem is that the China-Japan relationship is a very big one economically. Japan has 23,000 companies in China, they have 10 million Chinese workers on their rolls. But the Japanese companies are actively diversifying away from China now. FDI [Foreign Direct Investment] numbers have gone way down, they’re going instead to South East Asia and other parts of the world. If the Chinese and Japanese start thinking this economic relationship is deteriorating, and that’s what brought them together, the potential for greater confrontation is rising. I’m not somebody who thinks we’re going to see war.I think war is very unlikely. In other words, neither country intends to go to war against the other. But, when you have every day fighters being scrambled to deal with Chinese quote-unquote incursions into what the Japanese consider to be their territory, the potential for a mistake is much larger. And given how bad the relations are between these two countries, if there is a mistake, God forbid there is an inadvertent military dust-up, they’re going to assume the worst of the other side’s intentions.And you have to understand, these are two countries, there is no diplomatic outreach going on between the two countries. The United States is not playing a role to help facilitate that relationship. This is a place where history is in no way shared. There is no one in Japan that is trying to see the world from China’s perspective. And there’s no one in China trying to see the world from Japan’s perspective. And they hate each other. According to a recent poll taken by Pew Research, only 6% of Chinese had a favorable view of Japan, only 5% of Japanese had a favorable view of China. This is actually a pretty serious issue.Let's talk about Iran. How did Rouhani do in Davos? Are we seeing a breakthrough?I’m probably more optimistic than most, but I think that anyone that saw Rouhani’s speech or has met with either Rouhani or the oil minister or the foreign minister here over the last few days definitely believes that the Iranians are serious. That they want to get an economic deal. These sanctions have absolutely crippled the Iranian economy, and Rouhani was put in place with the singular mission of turning the economy in around. And anyone that heard his speech, anyone that has heard his meetings with the press, anyone that has been involved in his bilaterals or multi-laterals and I’ve been involved in them, sees that that is his consistent message.They were disinvited from the peace talks in Geneva and he explicitly, both privately and publicly, has avoided talking about it, hasn’t taken umbrage. And the reason for that is that they don’t want to distract from getting this deal. You never would have seen that if they weren’t taking this seriously. They would have used that to score points and to gain support. I think there’s a pretty good chance. There are still a lot of people who hate this deal. The Congress is very skeptical, the Israeli’s don’t like it, the Saudis absolutely hate it.Do you think it’s a good deal?It’s a bad deal for Saudi Arabia. It depends on whose perspective you have. If you’re Saudi Arabia, oil prices go down, the Iranians become more powerful in the region. GCC may split. The Iranians, on the other side of Saudi Arabia on every issue that matters in the region. You talk about Syria, Egypt, Iraq, Lebanon. So for the Saudis it’s a bad deal. If I were a Saudi prince and you were asking me that question, “Is it a good deal or bad deal?” It’s a bad deal. If you ask me from the American position, from the position of Obama that’s trying to get out of the Middle East, have less exposure there, and also wants a policy win, and not to mention that would like oil prices down, it’s a fantastic deal.What about Israel?Israel should deal with it, and I think they will. Unlike Saudi Arabia, Israel’s not worried about high oil prices or low oil prices as much. The Israeli’s are surrounded by geopolitical foes anyway.They have 100 nuclear weapons. The role that the Israelis are playing here is to agitate as much as possible to ensure that the foreign policy community maintains a tough, tough line on Iran so that the deal that eventually gets cut if it gets cut is going to be the toughest deal possible, the most advantageous for Israeli security. They’ve done a reasonably good job in my view, for a country of 7 million people, they’ve done a reasonably good job of getting that to happen. But if a deal actually gets done, the Israelis will deal with us.This year one of the big themes is economics taking a back seat to politics. What’s going on? Is it that geopolitics are that crazy or is it that there is economics fatigue.It’s a little more the latter. I think for the last 5 years we’ve been in the midst of various economic implications directly directed to the financial crisis and the eurozone. First of all, in 2009 just the question of where the financial sector globally was going. Eurozone crisis, fiscal crisis, debt limit crisis in the U.S. In all those places it turned out that while politics may be dysfunctional, they actually were insufficiently dysfunctional to allow things to really head negatively. So the fact is, the politics in the U.S. and Japan and Europe are pretty stable. Now that we haven’t had to worry about that anymore, there’s no one here that’s worried about the Eurozone collapse anymore. Actually, U.S. governance is not doing very much this year, which is perfectly fine for the attendees of Davos. The consensus on U.S. growth is probably stronger than the market consensus. I’d say it’s 3% or more among Davos attendees. So what are the things people are worrying about? Well, the politics are very interesting here. And they’re interesting in some cases in a negative way (China-Japan) and some cases in a positive way (Iran).But I think they are most interesting because people are wondering what this world order looks like. I mean the theme for Davos this year is reshaping the world. But the fact of the matter is that the world is not being reshaped. For the world to be reshaped the United States would have to play a role in reshaping it but it’s not. U.S. foreign policy is still very much risk-averse and not a priority for the American president.I mean, Obama was elected not to do foreign policy. And in that regard, he’s doing a good job.Take that as you will. There’s nobody else out there… you’re familiar with my G-zero concept? Reshaping the world implies we’re constructing something that’s getting us out of the G-zero. It is way too early for that. That is aspirational, it’s not real.Finally, what’s a an important story that nobody is talking about?No one is talking about North Korea. There’s no North Korean delegation here as you know. They don’t play much basketball in Switzerland, that’s part of the problem. The guy executed his uncle. The Chinese themselves are very worried. Nobody is talking about it. This is regime that could implode. And when it does, we’re going to have a very serious problem on our hands in the East China Sea.We’re going to have a very serious problem on our hands in East Asia. It’s not as if I have a crystal ball on this issue, but there’s no question that if you watch Kim Jong Un and you look at the way that he has portrayed himself and his regime to his people in a totalitarian state, he has not given any confidence to believe that he knows how to run a totalitarian state for a period of time. I think that should concern us.

Ako su Amerikanci svesni da Kinezi namerno zabijaju klin između Amerikanaca i Japanaca, ne verujem da nisu svesni da to ne čine zbog Japana već zbog američkog upliva u japansku politiku. Kinezi dobro znaju sa kim imaju posla, slučaj Tajvana jasno pokazuje odakle ladan vetar duva. Meni se čini da Kinezi pokušavaju da zastraše Japan i da im pokažu da sadašnji tutor, Amerika, nije pouzdan. A to znači samo jedno:Japanci, nađite novog gazdu. Sasvim je moguće da Japan u nekom trenutku pretrči na kinesku stranu, i to onda kada shvati da je prevaga strateške i ekonomske moći definitivno otišla na kinesku stranu. Japan tu nema šta da izgubi, ratosiljaće se američkog vojnog prisustva (što je pritajeni san Japana) i moći će da razvija dalje odnose sa tada najjačom državom sveta. Kinom.

То је слика коју је америчка новинска агенција Асошијетед прес послала широм света као илустрацију вести о херојској истрајности филипинских морнара који су протеклих дана на олупини војног брода "Сијера Мадре", опкољени кинеским бродовима и изоловани, чекали потрепштине и људство које ће их сменити на дужности одбране најистуреније филипинске поставе у водама Јужног кинеског мора, које су предмет спора између њихове земље и најмногољудније државе света.

Ова драма тако, поред аутентичних, садржи и инсцениране елементе, због чињенице да је западне медије ту плански довезао брод који припада филипинској влади и због тога што је "Сијера Мадре", оронули амерички војни брод из Другог светског рата уступљен на коришћење филипинској морнарици. Тај брод је, упркос својој неупотребљивости, намерно постављен на гребен у Јужном кинеском мору и испуњен људима да би, у случају да кинеске снаге покушају да га уклоне, такав њихов поступак могао да буде правно окарактерисан као отворен напад на филипинску државу.

А Филипини заиста имају одређене аргументе у спору са Кином око акваторије укупне површине око 3,5 милиона квадратних километара у Јужном кинеском мору.

Наиме, спорне воде у којима се налази "Сијера Мадре" удаљене су 190 километара од најближег филипинског острва Палаван и читавих 1.000 километара од кинеске обале.

Морско дно под њима део је тектонске плоче која се протеже од Филипина, што тој земљи даје право да те воде уврсти у своју Ексклузивну економску зону (ЕЕЗ), чија је ширина 370 километара, и где друге државе не би требало да намећу свој суверенитет.

Филипинци тврде да су Кинези, упркос томе, још 1995. године изградили своју испоставу на гребену Мисчиф, који се налази на само 200 километара од филипинског острва Палаван, те да последње две године не дозвољавају прилазак филипинским риболовцима у плићаку Скарборо на 225 километара од филипинске провинције Замбалес.

Захлађење кинеско-филипинских односа

Односи између две земље управо су захладнели у априлу 2012. године када је филипинска обалска стража ухапсила кинеске рибаре који су ловили у простору плићака Скарборо у том мору.

Два брода којa су припадалa филипинској обалској стражи и филипинском Министарству за риболов, убрзо je опколило 80-ак кинеских пловила, па су, након скоро два месеца блокаде, били присиљени на повлачење.

Тај инцидент је пропратило отказивање туристичких аранжмана за Филипине и смањење увоза филипинског воћа с једне, те бојкот кинеских производа с друге стране.

Филипини су у јануару 2013. поднели Међународном суду у Хагу захтев за међународну арбитражу у вези са спорним територијама у Јужном кинеском мору, а пре неколико дана доставили су и доказни материјал.

Филипински шеф дипломатије Алберт дел Росарио изјавио је тим поводом да ће његова земља упорно бранити оно што јој легитимно припада и да је Хагу поднела доказе на 4.000 страна који поткрепљују њену тврдњу о поседовању суверенитета над тим водама и њено мишљење о томе да је Међународни суд правде у Хагу надлежан за територијални спор са Кином.

Филипински захтев за арбитражу, по њему, допринеће регионалном миру и безбедној пловидби у овим прометним водама.

Филипински захтев заснива се на Конвенцији Уједињених нација о праву мора (УНЦЛОС), али кинески стручњаци за међународно право тврде да та конвенција, мада се односи и на територијална питања, не може бити правни основ за доношење одлука повезаних са суверенитетом.

Као две крајности, оцењују азијски аналитичари, постоје могућност да се Међународни суд у Хагу огласи ненадлежним за спор у Јужном кинеском мору и могућност да се Кина, у случају да исход по њу буде негативан, повуче из УНЦЛОС-а.

Они сматрају да сам процес и исход арбитраже у Хагу, вероватно неће моћи да директно спутају деловање Кине која у последње две деценије шаље све више поморских ефектива у спорни регион.

Ипак, тај процес би могао да ојача дипломатску позицију Филипина, донесе им наклоност међународног јавног мњења и подстакне друге земље, као што су Вијетнам, Малезија и Брунеји, које полажу право на делове Јужног кинеског мора, да на исти начин потраже заштиту од онога што оне сматрају кинеским експанзионистичким амбицијама.

Кинеско министарство спољних послова одбацило је филипински захтев као "јефтини правни маневар усмерен на задобијање међународних симпатија".

Најмногољуднија земља света своје право над Спратли острвима и спорним водама око њих базира на старим поморским мапама у којима су се она водила као део кинеског царства, те сматра да спор треба решавати кроз билатералне преговоре и у складу са Декларацијом о понашању у Јужном кинеском мору коју су потписале Кина и земље чланице Асоцијације држава југоисточне Азије (АСЕАН).

Медији у источној Азији тврде да Кина полаже право на око 70 одсто Јужног кинеског мора, које се простире од Тајвана на северу до Индонезије на југу.

Током недавне посете Европској унији, кинески председник Си Ђипинг рекао је да његова држава неће проузроковати проблеме у спорним водама у Јужном кинеском мору, али да се неће ни бојати проблема који други проузрокују у вези с тим.

Те воде, осим што имају огромну важност као трговачки пут којим се крећу сировине и роба таквих економских гиганата као што су Кина, Јапан, Јужна Кореја и Тајван, сматра се, леже и на огромним количинама природног гаса и нафте.

Војнополитичка подршка САД

У својим настојањима да реализују суверенитет над острвима Спратли, Филипини уживају војнополитичку подршку од Сједињених Америчких Држава и Јапана. На Филипинима се тренутно разматра поновно давање дозволе за отварање америчких база од којих је последња затворена 1992. године, након завршетка Хладног рата.

Идуће године Јапан, близак амерички савезник који такође има територијални спор са Кином, започеће испоруку десет савремених патролних бродова Филипинима, управо ради одбране суверенитета те острвске земље од преко 80 милиона становника над пространим водама Јужног кинеског мора.

Раст кинеске војнополитичке моћи тако сада зближава Филипине са државама које су јој, у не тако далекој прошлости, били непријатељи.

Вековима шпанска колонија, Филипини су пали у америчке руке након тријумфа САД у рату против Шпаније 1898. године и неуспелог покушаја наредне године да се протерају пристигле америчке трупе.

У децембру 1941. године, само десет сади након бомбардовања Перл Харбура, Јапан је отпочео ваздушне нападе на Филипине, и убрзо их окупирао.

По окончању највећег светског сукоба, Филипини су 1946. прогласили независност ставивши тачку на готово пола века америчке колонијалне управе, али су се сврстали у америчку интересну сферу и тако дозволили вишедеценијско стационирање америчких војника који су у офанзиви у пролеће 1945. године, скупа са домаћим родољубима, протерали јапанску армију.

Више од 300.000 кинеских туриста посетило је Филипине прошле године, па супротстављање на суду у Хагу и рат нерава у Јужном кинеском мору могу економски доста коштати Филипине, који касне за другим земљама источне Азије попут Тајланда, Вијетнама и Малезије када је у питању индустријски развој.

Ипак, највећи спољнотрговински партнери Филипина су САД, Јапан, Сингапур и Тајван, што овој земљи даје одређен маневарски простор у територијалном спору са Кином.

China's economy is #1, so now what?

So China officially becomes #1 in purchasing power parity (PPP) output and that is indeed a BFD. But there is both less and more here than meets the headline, and that's what's interesting.

It's obvious that China surpassed the US several years ago in sheer volume terms, as revealed by PPP adjustment. Indeed what's surprising is that official recognition took this long. It appears Beijing resisted publication of this finding, perhaps mindful of the burdens of 'China responsibility' or perhaps fearful of its own 'Organski moment.' China out-produces and  (importantly) out-consumes the US in many important categories including food and staples, consumer durables like autos and appliances, industrial goods, and basic materials. Chinese luxury shopperstouristsand gamblers bestride the globe.

Steel, a symbolic measure of industrial power, provides a stunning illustration. China's steel industry is almost ten times larger than America's and as big as the rest of the world's steel industry combined. Why China makes and uses so much steel is obvious: fixed asset investment, on buildings and infrastructure. China will construct fifteen times the residential floorspace built by Americans this year, and if you include unofficial construction, maybe much more.

That China's GDP should match the US is also unremarkable considering its population; it simply means Chinese on average are now one-fifth as productive as Americans. But having reached the first quintile of American 'frontier' productivity, how does China make the next 80%? Simply doing more of the same looks unsustainable. Looking again at construction, consider this fact: China uses more cement than any other nation. Per capita. Ever.


By some estimates, China has poured more concrete for its roads, railroads, dams, bridges, factories and skyscrapers in the three years between 2009 and 2011 than America did during the entire 20th century. To be sure, with depreciation-adjusted Chinese capital stock at one-third US levels, there is a lot of infrastructure building needed and yet to be done. And China will continue to consume ever more oil (where it still lags American usage intensity) as its car population swells. But it is clear that qualitative growth must soon prevail over quantitative, materials-intensive growth.

The challenge is how this will be accomplished. China already resembles a thoroughly modern economy in many respects. Smartphone penetration in China is 80% and the internet has reached nearly half the population. Indeed with so much technological 'leapfrogging' going on, thanks to the likes of Huawei and Alibaba, China already leads many developed countries in areas such as e-commerce.

Price (or 'value'), not volume, is the key to future growth. Chinese companies must produce higher quality, innovative goods. A Great Wall SUV appears comparable to a VW or Toyota model, but it sells at only half the price — evidently for good reason. China doesn't need 'more stuff', it needs better stuff. Given the country's huge size and ambitions, it will need literally dozens of successes on the scale of Huawei and Alibaba.

China must also develop a productive service sector, notably in health care, finance, education and leisure. Measuring prices (or value) of services is devilishly hard, especially on a PPP basis (which properly should compare things like medical outcomes across countries). After all, a large part of US 'GDP' is so produced because American doctors charge high fees! That may seem perverse, until you consider that wealthy Chinese still travel to the US for medical treatment — again, evidently for good reason. China will need to create an economy where its own doctors get paid more than barbers and deliver better health care accordingly.

China has reached a quiet milestone in its economic progress; Beijing will consider the path one-fifth traveled. Australians and others have prospered serving China in 'volume' trade so far. In future they must compete in advanced 'price' sectors like services: wealth management, medical treatment, specialised training, cuisine, lifestyle, entertainment and so on. In the meantime, Chinese companies are figuring out how to do it themselves.

Amerikancima sve to nekako tesko pada pa su resili da se poigraju i ucene Kineze. Od jula, u duhu slobodnog trzista, samo kako Amerikanci znaju, IRS uvodi 30% poreza na sve drzave i pojedince izvan SAD, koje imaju vlasnistvo u imovini ili obveznicama SAD, koje nemaju dogovor sa vladom SAD. Eto, tako im doslo. :lol:  Kako Amerikanci ekonomski budu sve vise padali na lestvici tako ce se vracati svom protekcionizmu po kojem su bili poznati sve do kraja Prvog sv. rata.

Вихор антикинеских протеста у Вијетнаму

Двадесет и једна особа погинула је у антикинеским нередима у вијтенамској провинцији Ха Тин, јављају азијски медији. Преко 500 кинеских и тајванских предузећа претрпело је штету у антикинеским протестима који се попут ватре шире Вијетнамом. Странци кинеског порекла масовно беже из Вијетнама.

 

Међу жртвама се налази пет вијетнамских и 16 страних грађана, а још око 120 људи је повређено, саопштили су лекари Опште болнице у тој провинцији. Званични подаци вијетнамске државе за сада, међутим, говоре само о једном потврђеном смртном случају.

 

 

Настрадали су довезени из велике челичане у власништву тајванског концерна "Формоза Пластикс Груп" која је у изградњи, а у којој је дошло до опште туче између вијетнамских и тајванских радника и паљења имовине.

 

Индустријски комплекс у Ха Тину, сматра се, коштаће читавих 20 милијарди долара кад буде довршен 2017. године и имаће пристаниште, електричну централу од 2,100 мегаwата и шест великих пећи.

 

Преко 500 кинеских и тајванских предузећа претрпело је штету у антикинеским протестима који се попут пламена шире Вијетнамом.

 

Међу нападнутим и повређеним има поред кинеских и тајванских, има и држављана Сингапура и Јужне Кореје, који су, верује се, грешком нападнути због свог изгледа.

 

У провинцији Бин Дуонг чак 460 предузећа пријавило је локалним властима штету, преко 600 лица је ухапшено, а 40 полицајаца који су покушали да заштите животе људи и имовину је повређено, јављају вијетнамски медији.

 

Локални медији јављају и о томе да хиљаде кинеских туриста и радника масовно напуштају јужни Вијетнам, купујући карте за било коју дестинацију у случају када не могу да нађу слободно седиште у авиону за матицу.

 

Сукоб око права на власништво над гасним и нафтним ресурсима

 

Конкретни повод за излив незадовољства вијетнамских грађана су догађаји у Јужном кинеском мору где су кинеске власти поставиле нафтну платформу на свега двестотињак километара од обале Вијетнама у водама које би по одредбама међународног споразума о праву на мору "УНЦЛОС" требало да буду Ексклузивна економска зона (ЕЕЗ) Вијетнама.

 

Кинеска нафтна платформа дотегљена је у поменуте воде у пратњи више десетина бродова кинеске обалске страже и морнарице, а када су вијетнамски патролни чамци њима изашли у сусрет не би ли омели постављање платформе, по извештају вијетнамских медија, кинески борбени авиони су извршили претећи ниски прелет.

 

Антикинески протести почели су мирним демонстрацијама у главном граду Ханоју где се испрва окупило свега неколико стотина људи, али су сцене у којима већи кинески бродови воденим топовима одбијају мања вијетнамска пловила и вести о прелетима кинеских борбених авиона, узбуркале духове у Вијетнаму, где је национална свест у прошлости управо у знатној мери грађене на супротстављању дуговековној кинеској власти.

 

Највећи раднички нереди забележени су у индустријским зонама на југу земље, одакле хиљаде Кинеза настоје да се евакуишу копненим и ваздушним путем, али су проширили и на централни Вијетнам.

 

У индустријским зонама широм Вијетнама ради преко два милиона радника, који производе готово трећину укупног извоза ове земље, која у последњој деценији све више привлачи страни капитал који се услед инфлације и раста личних доходака у Кини све више сели у јефтине земље југоисточне Азије.

 

Највеће колатерална штета вијетнамског беса против кинеске државе и капитала су Тајванци. Преко 100 тајванских компанија је оштећено, а иронија је да пословни кругови са тог острва управо плански улажу у Вијетнам да би смањили економску зависност од Кине.

 

Вијетнамске власти, свесне економских последица неповерења које насиље изазива међу страним пословним људима, осудиле су уништавање имовине страних предузећа и дивљање радника приписале деловању екстремиста и агитатора.

 

Интезитет протеста изненађење и за саме вијетнамске власти?

 

Поједини војнополитички коментатори оцењују да је снага патриотских осећања и протеста, могуће, изненадила власти у Вијетнаму.

 

Вијетнамци су поносни на своју традицију супротстављања великим силама, као што су Кина, Јапан, Француска и Сједнињене Државе.

 

Раносредњовековне вијетнамске државе биле су вазали кинеске империје око хиљаду година, а вијетнамски владари и војсковође који су у више битака током дужег периода успели да изборе независност од Кине су, уз комунистичког лидера Хо Ши Мина који је водио ослободилачку борбу против јапанских, француски и америчких окупатора половином прошлог века, највећи национални јунаци.

 

Мада Вијетнам има огроман културни дуг према кинеској цивилизацији када су у питању писменост, државна организација, религија и уметност, те има идеолошке блискости са њом кад је у питању комунизам, у тој држави Кина се истовремено посматра са подозрењем, као велики, агресивни сусед у чије мотиве треба сумњати.

 

У скоријој прошлости, Вијетнам и Кина имали су два кратка оружана сукоба на мору половином седамдесетих и крајем осамдесетих година око суверенитета над Параселским и Спратли острвима у Јужном кинеском мору.

 

Две државе су 1979. године повеле и краћи копнени рат након интервенције вијетнамских снага у суседној Камбоџи чију је тадашњу ратоборну власт, маоистички режим "Црвених Кмера," подржавао Пекинг.

 

Узроци антикинеског протеста, међутим, нису чисто политички, већ представљају и израз економског незадовољства, оцењују стручњаци у источној Азији.

 

Данас, економска размена између две земље износи око 50 милијарди долара, и вијетнамска држава активно настоји да охрабри кинеске инвестиције, али у тој земљи постоји незадовољство услед тога што се кинеске инвестиције углавном своде на експлоатацију природних ресурса и јефтине радне снаге док има мало трансфера технологије и улагања у друге области привреде.
